Using SendMessage API method
I note that the userkey is a required parameter for this method. Does this mean that the SendMessage method can only be used to send a message on a specific channel to someone that has already interacted with a bot?
Is there a way to send a message (e.g., SMS) to an arbitrary user - someone who has not yet interacted with the bot, but will (or may) in response to the sent message?
When using this method to send an SMS message, would the cell phone number of the SMS message recipient be what is used in the "user" parameter?

Hi Mark. Yes, your api access has the permission to send to an arbitrary
user by sending the user/network combination. For sms this would be phone
number/sms.
