how can get the bot to say something like "¡Hola! in Barçelona the train costs 20€" note: for this i would would need something like ¡Hola! In Barçelona the train costs 20€

This is going to be largely dependent on the client on the other end of the conversation, what are you seeing in your tests? You may even want to just go ahead and pass unicode stuff. The new release we are rolling out tonight will support unicode.

Most IM clients don't display full HTML or decode character entities.
You can send that HTML and we will deliver it, but be aware that IM
clients have a limited subset of HTML they support. Bold, links, and
italics are fairly well supported, but anything more than that and
it's hit or miss.
Our release tomorrow night includes support for unicode in messages.
So starting Sunday morning, you'll be able to just send "Hola! in
Barçelona the train costs 20€" and the client on the other end should
see exactly that.

Unicode ? YES!! Finally I can drop the correcting parsing function.
