API method 'Send' to Windows Live

This afternoon I sent some messages with the API, which told me status was okay – yet I never received the messages in Windows Live Messenger.

The stranger, when I send a message containing a '&' sign, I will only be able to receive the substring of the message until this sign.
Whats wrong?
