Bot connection failed - with MSN

I am using the following URL (it is a Microsoft WCF REST GET servcie)
http://test.elitechnology.com/im/BitLibreService.svc/web/Imified

You can test it like this:
http://test.elitechnology.com/im/BitLibreService.svc/web/Imified?bo...

All it returns is 'hello to you'

I added the URL (http://test.elitechnology.com/im/BitLibreService.svc/web/Imified) as the BOT Url.
The msn account is working for this service (***@live.com).
I say 'hello' or anything and I get the response 'Bot connection failed'.
This response is returned in about 2 to 3 secconds.

I cannot figure why I am getting this.

I searched the Discussion area here and both answers do not answer this.
Any ideas?

   Hello,

   I have tested both URLs in your message, but both return an HTML error page which would certainly cause an issue with the bot. Can you ensure that the page is available and try this again?
